The most obvious solution in many cases is to use the Microsoft media creation tool. You can download it from here and it will guide you through the process, whether you want to upgrade to Windows 10, create a USB bootable media to install Windows 10 on another computer, or just download the ISO.

All you have to do is change the browser user-agent so that it thinks you are using another non-Windows system and offers to download the ISO instead of the Media Creation Tool.
Enter this link from any browser and press the keyboard shortcut CTRL + SHIFT + I to open the developer tools. Change the device in the drop-down menu above and select iPad. Refresh the page and you’re done.
